There are several reasons affects decrease in summer milk production:

• Temperature goes high in summer so animal feeling unfit, unwell at this time so need to make water facility where you tide them a whole day, because generally people who is keeping buffaloes and cows are release them only two times a day for drink water. water keeps animal body temperature down. and also benefit it in milk production.
• Need to Grow Tress near where you keep animals/ buffaloes. cows, trees keeps the temperature down and gives shade. 
• Give the Animal food with Rich Protein in Summer.
• Put the water sprinklers/fountains on Tabels/ Animal shades, and run them on noon time specially.
• Place the Ceiling Fan on to keep the temperature down and helps to decrease heat.
• Gives the Bath three to four times in a week.
• In Summer time Kharva movasa and Fever problem increasing so consult a doctor quick if you find symptoms in animals.
